A southwest Detroit neighborhood was seemingly frozen in time this week when a water pipe burst on Feb. 17, sending floodwaters through the area at the same time the region experienced sub-zero temperatures. Officials said as much as 5 feet of water ended up in the street, according to CBS News Detroit, with video footage showing the icy water reaching up to the windows of some vehicles. Dozens of adults and children had to be rescued, as well as a dozen pets, officials said.
